UK Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a latest survey of municipal councils, UK councils are planning to sell community centers, athletic facilities, and shopping arcades as they rely on a fire sale of assets to balance the books.

Growing Financial Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in England stated that 60% of councils are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for disposing of playing fields and land to support their finances, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

The group said that a high proportion of authorities seeking to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the largest share (60%) of local leaders said they would focus on restructuring services and using savings to manage growing fiscal pressures.”

Detailed Examples of Proposed Disposals

One local authority in Kent announced its property management strategy featured the disposal of a shopping centre in a local town and a community venue in Rochester to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for the authority, will also be disposed of under the strategy.

Council Tax Rises and Wider Fiscal Pressures

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will need to increase local levies next spring to cover the rising cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will press ahead with property disposals after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but some of these take time to deliver both better provisions and financial savings,” stated a council leader.

He continued: “We face demographic pressures which will continue to add to the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Patterns and Projections

Research of county councils this week further found local finances being strained by the increasing figures of young people and older individuals requiring special educational assistance.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Government officials have put off planned reforms to the special educational needs framework until next year after a white paper setting out those reforms has been postponed.

Deprivation and Funding Gaps

Based on the latest deprivation measures (IMD) for UK local authorities, many key cities members were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the 2025 IMD measures,” said the study.

“While only one key city is in the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of the nation. The data underscores the extent of challenges confronting municipal officials across key cities in the coming year,” the analysis concluded.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that reflects and addresses the actual extent of deprivation and need,” stated a council leader.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their residents.”

A fifth of councils have cut or compromised social care provision in the past 12 months, the study revealed.
